Multiple Civilizations in the Political Context
The Political Panel of the “Beijing Forum” provided a platform for scholars from multiple cultural and social backgrounds to share their understanding of the political civilization. Different topics were presented at the political panel, ranging from specific case study of a particular country to the political issues in the context of Globalization, and from the current problems in political fields to some suggested solutions.
he on-going political reform in China attracted the attention from all over the world. Professor Dorothy Solinger, from the University of California, shared her study on the Welfare Policy in China facing the increasing unemployment problems. Professor Wang Huiyan, from Jilin University, talked about “constructing the socialism political civilization”, saying political civilization various among different nations who have experienced different historical and social development. He assured the political system in China and the on-going political reform were the best way to solve the problems in China, who has the largest population in the world with 56 nationalities.
Professor Gerhard Goehler from Germany presented his research on “Unified in Diversity: Democracy and Trust”. He said, “In constitutional government, trust is the bottom-up resource complementary to top down authority.” He also introduced 3 important concepts----- “personal trust”, “institutional trust” and “symbolic trust”, which he said should be distinguished in any modern democracy. After his speech, there was an intensely discussion on personal trust vs. institutional trust.
Professor Xu Xianglin from Peking University talked about “Political Development, Politics Transition and Public Policy Process”, with a conclusion that it is of greater importance to manage the officials than to govern the civilians.
Korea Professor Chung-in Moon shared his study on “Development al Statism, Democratic Changes, and Governance Dilemma in South Korea.” Professor Hideo Otake from Japan presented under the topic of “The Emergence of Neo-Liberal Populism in Japan.” While professor Hong Yong Lee from the U.S. did a comparative study on “Institutional Templates of China, Japan and Korea” They provided an overall picture of the political development process of North-East Asia.
The panel was a great success, presenting the political civilization process in different countries. It also serve as a platform for discussion and mutual understanding.
